
The EU Packaging and Packaging Waste Regulation (PPWR), which entered into force in February 2025, will be applicable from August 2026. It introduces new requirements across the entire packaging lifecycle to support a more circular economy.
As these changes take shape, packaging requirements are becoming increasingly linked to material traceability, regulatory documentation and data transparency, making reliable compliance capabilities more critical than ever for both manufacturers and their clients.
In preparation for the first phase of implementation, we are strengthening our compliance foundation with a clear focus on requirements applying from August 2026. This includes enhancing material traceability across our supply chain, ensuring alignment with restrictions on hazardous substances, and implementing Leo’s Declarations of Conformity and Technical documentation. At the same time, we are enhancing our data platform and internal workflows to improve efficiency and consistency, and to ensure seamless compliance processes. These efforts are designed to ensure readiness to meet applicable requirements and enable our clients to move forward with confidence under the new regulatory framework.
Looking ahead, PPWR will introduce further requirements in areas such as recyclability, recycled content in plastics, reusability, harmonized labelling and packaging minimization. While the overall direction is clear, detailed criteria and methodologies are still under development and will be specified through upcoming delegated and implementing acts. At this stage, we are closely monitoring regulatory developments to stay aligned as requirements become more clearly defined.
